if he keeps asking everybody there each for 15 rials only not much yeah
then imagine he asks 10 persons aday to help him go to uae then that will be 150 rials aday
then you can imagine what he can get in a month and you would simply multiply 150 in 30 and you get

he would get 4500 rials a month just for beeing a uae citezen and who knows if he realy was?
