As I have studied this poem, Shakespeare here is describing the perfect beauty of young MEN! He claims that if he were to describe the beauty of young men, his answer would be like this. this is of course a rhetoerical question. he is not waiting for an answer. the writer here says that the beauty of nature e.g. the sun, isn't durable and can be affected. conversely, Shakespeare calims that the beauty of young men is perfect and unchangable.
To sum up,the writer is, in fact, not comparing the beauty of young men to the nature because he thinks be doing so he will offend those beautiful young men. that is to say, Shakespeare uses reverse comparison.
