I totally agree that a lot of drivers lack driving education, but some people are expert drivers and they know all bits and pieces about driving. However, they still tend to neglect some of the road rules

Making cars which do not exceed 120 is not a reasonable solution. In some urgent situations you would need to speed much more, so I still go back to my point where most Omanies lack driving education.
